I have the honour to report for the informa-

-tion of His Excellency the Officer Administering the Government

thet On Tuesday last a report reached me that the Shroff in the

Harbour Office had absconded with about $4,000 belonging to this

Government. An investigation was promptly made by this Depart-

-ment with theresult that the estimated loss is as follows:-

from which it appears that the trouble has arisen entirely on

Lack of systematic daily European supervision:

The Circulars issued by the Harbour Master and

Treasury, deted 22.11.09, and 18.12.09 respective

-ly, not being enforced.

C.

Colonial Regulation No. 328 not being complied

with.

Mr. Chan Pui the 1st. Clerk and Accountant

in the Harbour Office, and the absconded shroff have apparently

had the entire control of the accounting and collecting of

monies. The irregular procedure in force is as follows:-

The bills are made out on the receipt

counterfoils, the receipt portions are detached and given to the abroff for collection, and the counterfoils are posted into the various collection books (vide specimen under Light Dues). The

shroff has in the meantime collected the whole or part of monies due, a portion of which he might pay in promptly or

retain in his possession for some days. I maintain that ir.
